The purpose and aim of the EU investment The EFF will support Romania as a new EU Member State to develop a competitive, modern and dynamic fisheries sector, based on sustainable fishing and aquaculture activities, while also taking account of other important aspects such as environmental protection, the demands of the consumers and the food industry. The programme is also expected to increase the competitiveness of the fisheries sector, encourage job creation and promote the growth of the aquaculture industry. Priority axes Priority Axis 1: Adaptation of the EU fishing fleet This priority axis aims at promoting profitable and sustainable fisheries in maritime areas. In this context the programme will promote the competitiveness of the Romanian fishing fleet through modernisation and adaptation of fishing vessels in order to improve safety at sea, fishing gear selectivity and working conditions. Priority Axis 2: Aquaculture, inland fishing, processing and marketing of fishery and aquaculture products The objective of this axis is to promote competitiveness and profitability in aquaculture and the fish processing industry, as well as in the wholesale fish trade and inland fishing. Measures are particularly aimed at improving hygiene conditions and the quality of fisheries product and at developing and introducing new innovative and environmentally friendly methods. Diversification towards new species and the production of high quality, high value fish will also be promoted. Priority Axis 3: Measures of common interest This axis supports measures of common interest with a broader scope than measures normally undertaken by private enterprises and which help to meet the objectives of the Common Fisheries Policy. This axis aims to modernise the existing ports used for landing fish, to restructure the producers’ organisations, and to improve professional skills. Priority Axis 4: Sustainable development of fisheries areas The main objective of this axis is to help fishing communities diversify their economic activities and to improve the quality of life in fishing areas. The Danube Delta is a potential area of EFF intervention, as are other areas along the Black Sea coast. Priority Axis 5: Technical assistance Support is provided under this axis to improve the administrative capacity of the Romanian authorities and to ensure that the management, control and monitoring systems of the operational programme function efficiently and that the programme is implemented in an appropriate manner.
